Since the official signing on September 20th, Huawei, a significant partner in the Jianye District, has already taken the lead in settling in the Smart City. Coning Kang, President of Huawei Cloud's Global Ecosystem, expressed Huawei's commitment to collaborating with Jianye District to develop a robust ecosystem, advance core technology, enrich application scenarios, and bolster the competitiveness of the HarmonyOS industrial zone, promoting high-quality industrial development in the area.
Representing the settled enterprises, Xu Shanshan, Vice President of Strategic Cooperation at Sangfor Technologies Co., Ltd., a leading information security company, praised Jianye District's sincerity, professionalism, and attentive service, stating their commitment to drive the integration and settlement of upstream and downstream ecological enterprises in the industry.
Jianye has been focusing on the "Financial + Digital Economy" leading industry, which has begun to show a significant aggregation effect and is becoming a new growth pole in Nanjing's digital economy. The Smart City, rooted in the digital economy, focuses on leading industries, specializing in platform economy, AI, smart cities, fintech, and other characteristic industry clusters. Moreover, efforts are being accelerated to build a digital foundation based on Huawei, aggregated by Soft International, tractioned by application scenarios, and supported by industry products. Leveraging HarmonyOS technology, this aims to deeply integrate "Technology + Scenarios," fostering the incubation and development of new enterprises.
As industries soar, supporting infrastructure is also rapidly being developed. On November 29th, Nanjing hosted the 3rd Innovation Fair and the 2023 Nanjing-Europe International Technology Industrialization Exchange Conference in Xuanwu District. Over 300 companies from Germany, Italy, Ireland, Hungary, Sweden, and China convened, aiming to foster global collaboration. Dignitaries including Vice Mayor Wu Wei, along with representatives from universities, research institutions, and high-tech zones, gathered to accelerate cross-border cooperation. Jiangsu Province's extensive global partnerships and Nanjing's strong economic ties with Europe were highlighted. Xuanwu District, particularly linked with Germany and Italy, sought closer economic ties through missions and investment projects. The event witnessed prominent international enterprises expressing interest in Nanjing's business landscape, signaling a promising future for cross-border collaborations. This showcased the pivotal role of international cooperation in driving global innovation and development.
The official start of the regional finals for the 6th Global Fintech Entrepreneurship Competition took place in Nanjing's Jianye District, featuring 10 innovative projects showcased and scored by over 40 public and professional judges. This event marks another significant collaboration between the Jianye District and Tsinghua University's Wudaokou Institute of Finance since the launch of the Nanjing classroom in the Jinyuzui Fund Street block.
He Peifei, Assistant Director of the Tsinghua University Institute of Financial Technology, hailed the competition as an annual fintech entrepreneurial gala. Since its inception at the 5th World Internet Conference in Wuzhen in 2018, this competition has successfully conducted five editions and, for the third time, landed in Nanjing. He highlighted Jianye District's position as the largest hub for financial institutions in Nanjing, aiming to create a robust financial center with significant capacities in financial elements, capital absorption, talent aggregation, and industry-driving capabilities. Yuan Ting, Deputy District Mayor of Jianye and Secretary of the Party Working Committee of Jianye High-Tech Zone, emphasized the district's focus on the "Financial + Digital Economy" leading industry, establishing headquarters for top-tier enterprises. Currently, eight out of the top ten national internet companies, including Alibaba, Xiaomi, and 58, have set up their regional headquarters in Jianye. Jianye established a fintech corps and endeavored to build the "Goldfish Mouth Fintech Industrial Eco-Center." Several keynote speeches were delivered during the event by prominent figures from various institutes, elaborating on topics like "Global Technology Frontiers: Fintech, Web3.0, and AIGC" and interpretations of the People's Bank of China's "Maturity Guide for Financial Digitalization Capabilities." The professional judges from institutes like Tsinghua University, Beijing Institute of Financial Technology, Jiangsu High-Tech Industry Service Center, Zhongan Financial Technology College, and various financial institutions provided precise evaluations for each participating project.
On February 22, Jianye District launched its first major conference of the year, focusing on high-quality development and industrial strength. The event, led by District Party Secretary Li Hui and District Governor Jiang Chen, aimed to implement the directives from the 20th National Congress of the Communist Party of China and President Xi Jinping's key instructions for Jiangsu.
Key accomplishments of 2023 were highlighted, including a 5.3% GDP growth rate and the district's top ranking in economic contributions within the city. For 2024, Jianye introduced six task forces targeting low-altitude economy, cross-border e-commerce, Yuantong business district, museum clusters, Yangtze River ecological civilization, and urban industry.
The district aims to rejuvenate traditional industries, expand emerging sectors, and cultivate future growth drivers, fostering a strong, modern industrial base and leading high-quality development in the city.
Recently, the Provincial Department of Housing and Urban-Rural Development announced the 2023 provincial-level building industry modernization demonstration projects. Jianye Low-Carbon Eco-Industrial Park was selected. Located on Sino-Singapore Nanjing Eco-Tech Island, the project spans 93,000 square meters and includes seven buildings for hotels, commercial spaces, and offices.
Adhering to low-carbon and green principles, the project achieves a 75% energy-saving rate and a 15% reduction in carbon emissions. Prefabricated construction techniques significantly improve efficiency, with a prefabrication rate up to 60.92%.
As of early 2024, all main structures are topped out, with ongoing work on exterior landscaping and curtain walls. The park will support low-carbon industries and boost regional economic growth upon completion.
Recently, in February, 2024, the 2023 Jiangsu Province Smart Construction Pilot Projects were announced, with Nanjing securing six spots, three of which are in Jianye District.
Innovative Technologies in Jianye Construction
In Jianye, cutting-edge technologies like prefabrication, construction robots, and smart systems are revolutionizing city construction.
1. NO.2022G71 Project:
- Robots handle tasks like spraying and smoothing mortar, improving efficiency and precision.
- Real-time data from robots enhance construction accuracy and speed.
2. Haitong Securities R&D and Training Center:
- With a total area of 265,800 square meters, this project uses prefabrication for over 60% of its structures.
- Incorporates digital technologies for efficient assembly, akin to car manufacturing.
3. Financial City Phase II East:
- Located in Jianye's CBD, this 429,000-square-meter complex includes ultra-high-rise buildings and integrates IoT, cloud computing, 5G, AI, and BIM.
- The smart platform monitors energy, environment, safety, and progress, enabling intelligent construction management.
Jianye continues to push for smart construction and industrialization, enhancing policy, technology, and industry systems to accelerate the transformation and upgrading of the construction sector.
On March 20th, the Ministry of Culture and Tourism announced the new batch of national cultural industry demonstration bases. Two companies from Jianye High-Tech Zone, Jiangsu Original Force Digital Technology Co., Ltd. and Jiangsu Shunyue Information Technology Co., Ltd., were selected, making up half of Nanjing's total entries.

Jiangsu Original Force Digital Technology Co., Ltd.

With over 2,000 employees and numerous patents, the company is a national leader in cultural export and digital innovation.
Jiangsu Shunyue Information Technology Co., Ltd.
Established in 1996, Shunyue is a leading intellectual property and global services company headquartered in Nanjing. It ranks sixth in the Asia-Pacific and twenty-sixth globally among language service providers. The company offers comprehensive services in international strategy consulting, localization, and intellectual property translation, supporting Chinese enterprises in global expansion.
Jianye High-Tech Zone's Cultural Industry Ecosystem
Jianye High-Tech Zone hosts 172 large-scale cultural enterprises, including 55 engaged in foreign cultural trade. It integrates several national-level platforms, providing diversified services and forming a comprehensive cultural trade ecosystem.
Future Development in Jianye
Jianye District will continue to focus on its key industries, enhancing enterprise growth, and creating a robust cultural trade network. Efforts will be made to establish a national cultural industry demonstration park, promoting the integration of culture and the digital economy.
In January, the main structure of the Nanjing Financial City Phase II (East) project was fully topped out, reaching a new height of 416.6 meters. This marks a new landmark in the Hexi area of Nanjing.
On March 25th, the project is in the internal decoration phase, with some areas expected to be completed and inspected by the end of the year.
Located in Jianye District's CBD, the 429,000-square-meter project includes two ultra-high-rise towers and four supporting podium buildings, combining offices, hotels, apartments, and commercial spaces. This significant development aims to create an international-standard financial hub, attracting high-quality financial businesses and enhancing Nanjing's status as a key financial center.
Constructed by Nanjing Financial City Construction Development Co., Ltd., a subsidiary of Nanjing Zijin Investment Group, and built by China State Construction Engineering Corporation (CSCEC), the project will host the world's highest Kimpton Hotel from floors 61 to 81. Floors 84 and 85 are planned as observation decks, offering panoramic views of the city and the Yangtze River.
With the C1 tower reaching 416.6 meters and 88 floors, it has set a new height record in the Hexi area. The office interiors of the C1 tower aim to be completed by the end of June, with the sub-60 floors' super-grade A office spaces ready by the year's end.
The Qiu Wang 220kV power line project (referred to as "Qiu Wang Line") is expected to be operational by June this year.
This project is currently the largest-capacity and longest-distance 220kV onshore power cable line in China. It also marks the first time in the country that a power system crosses the Yangtze River using a highway tunnel.
Once operational, the Qiu Wang Line will deliver green electricity from northern Jiangsu directly to Nanjing's core urban areas, effectively alleviating power demand in Jianye District.
Project Overview
The Qiu Wang Line is a crucial infrastructure project for Nanjing's summer peak electricity demand. It starts at the Qiuteng 500kV substation in Pukou District and ends at the Wangjiang 220kV substation in Jianye District, covering a total length of 27.91 kilometers.
The project aims to transmit clean wind power from northern Jiangsu to Nanjing, serving major load centers in Jianye, Gulou, Yuhuatai, and Qixia New Port areas.
Construction Progress
Launched in April 2023 on Jiangxin Island, the project is divided into four sections: Jiangbei, Jiangxin Island, Yangtze River Tunnel, and Green Expo Garden.
Currently, the construction teams are working on completing the shield tunneling in the Jiangxin Island and Green Expo Garden sections. The 568-meter Green Expo Garden section is crucial for connecting the entire line.
Challenges and Solutions
The Green Expo Garden section is situated in a highly water-saturated, muddy soil layer beneath various structures like bridge abutments, commercial buildings, park flood protection, and sewer lines. Due to the constraints of the launch shaft size, the shield machine was launched in parts, with simultaneous excavation and assembly, making the process complex and high-risk.
According to Chen Zhihua, the chief engineer from Nanjing Yuaneng Power Engineering Co., Ltd., which is responsible for the project, 80% of the civil works have been completed smoothly. By early April, the Jiangxin Island and Green Expo Garden sections are expected to be fully connected.
Future Benefits
Once operational, the Qiu Wang Line will transmit 17.5 billion kWh of electricity annually to the central Hexi area, significantly easing the peak load supply gap in Nanjing's main urban area, especially Hexi. This will enhance the overall power supply capacity and reliability, supporting Nanjing's economic development.
